Who We Are

Navigate Affordable Housing Partners is a nonprofit that actively works to enhance all aspects of the housing industry to ensure that people have access to quality, livable housing choices. We develop, own, and manage housing properties and serve as a federal government contractor and consultant to housing agencies. 

Our Beginnings

Originally incorporated on February 11, 1980, as Jefferson County Assisted Housing Corporation. Navigate is a legal instrumentality of the Jefferson County Housing Authority,  originally formed to pursue funding under HUD’s Section 8 New Construction Program for 100 units of elderly and disabled housing in Tarrant, Alabama. With the first 100 units completed in 1982, Spring Gardens now consists of 244 units including 100 financed by one of the first Low-Income Housing Tax Credit projects in Alabama. Phases III and IV were financed by HOME funds provided by Jefferson County, Alabama. A $3 million community center was recently completed on the property. Residents can access a full array of social and community services in this new, state-of-the-art facility.
