Building Affordable Senior Housing in Las Vegas: How SIPs Made It Possible
Safe, Comfortable, and Affordable Living for Seniors
In Las Vegas, a new 4-story affordable senior housing development is changing lives. With 40 one- and two-bedroom apartments spread across 68,436 square feet of conditioned space, this project was designed by a nonprofit organization to provide seniors with safe, energy-efficient homes—while keeping long-term operating costs low.
Why SIPs Were the Game-Changer
Structural Insulated Panels (SIPs) were at the heart of this project’s success. For a nonprofit developer like Community Development Programs Center of Nevada (CDPCN), energy performance and affordability are critical. SIPs offered the perfect solution by:
- Speeding Up Construction: SIP walls go up much faster than traditional stick framing. Installed in large sections, they eliminate the need for separate framing and insulation work.
- Precision and Quality: The walls are beautifully straight, saving time on drywall, painting, and finishing.
- Accelerating Timelines: The entire building envelope was completed in just eight weeks, allowing the project to finish in about nine months—a remarkable pace for a multi-story apartment development.
- Energy Efficiency: SIPs create a high-performance envelope that reduces heating and cooling costs, a huge benefit since CDPCN pays all utility bills for its residents.
As Sharon Bullock of CDPCN explains:
“Compared to stick framing, SIP walls go up much faster… I can finish a 3 or 4-story apartment development in 9 months.”
Smarter Construction, Lower Costs
SIPs didn’t just save time—they also cut down on material waste and improved construction sequencing. Windows could be installed before the roof was fully loaded, and interior drywall and exterior stucco work could happen simultaneously. That efficiency translated into real savings, both during construction and in long-term energy use.
Sharon Bullock adds:
“We have used SIPs on our last 9 projects and will never go back to conventional framing. The SIP panels are far superior in time and construction and much less waste on a job site than lumber.”
A Mission Beyond Housing
Developer Frank Hawkins and CDPCN have been working to revitalize parts of Las Vegas for years. As a nonprofit builder, developer, and owner, their mission is clear: create affordable housing that remains sustainable for decades.
With median housing costs soaring, CDPCN’s approach ensures seniors can live in comfort without worrying about unpredictable utility bills. By using SIPs, they’ve found a way to keep homes affordable, efficient, and built to last.
The Bottom Line
This project proves that smart building methods like SIPs aren’t just about construction—they’re about community. By combining affordability, energy efficiency, and speed, CDPCN is giving Las Vegas seniors more than just apartments. They’re giving them peace of mind, stability, and a place to truly call home.
