Additional comments:
Sound and temperature are superbly controlled, and no one has mentioned the trains or 35W traffic, which are very loud if you open the windows.  These are not special sound control windows, just regular insulated glass.  No condensate on the windows during -20 degree nights.  At the 823 building, floor plans about 650 sqft, and same electric HVAC as we put in 1040,  we have 3 years experience now, and no one has mentioned the trains, which are about 50 feet away and several times passing every day. Regarding electricity cost, 823 residents tell me their electric bills in winter are around $40-$50.  I did hear one resident last year had a bill of $90.
